Japan's “ruling party preliminary review system” is a system, in which the ruling party's policy-management examines the legislation before the government submits it to the National Diet, that has had a great influence on modern Japan’s legislative process and results. Considering the parliamentary cabinet system of Japan, this is a special system of Japan in that the executive branch does not exert much power in legislation.
First, the pre-legislative consultation system, such as the ruling party's preliminary examination system, was greatly influenced by the executive and election system in Japan. As Japan's new constitution came into effect in May 1947, Japan established a parliamentary cabinet system and Multi-Member District based on a bicameral system, and a Multi-member Constituency System based on non-transferred short-term voting system. However, the formation of a worthy party and faction in the process of the LDP in the early days intensified the problem of inconsistency within the ruling party, and this political environment created the legislative pre-legislative consultation system.
