2023. 10. 17, No.279 Japan Specialist Seminar was hosted via webinar. With 20 more participants, Assistant Professor Akedo Takahiro from Graduate School of Economics , Osaka Metropolitan University / Adjunct researcher, Research Center for Human Rights, Osaka Metropolitan University made a presentation titled as “Hate Speech and Cyber Governance on the Modern Japanese Internet”
First, the presenter introduced the 'Zaitokukai' (Citizens Against the Special Privileges of Koreans in Japan) and the phenomenon of hate speech on the Internet in Japan. Next, he introduced the concept of cyber governance and explained the current lack of cyber governance in Japan.
Based on this, the presenter reviewed the hate speech in modern Japan's Internet and its response potential from the perspective of cyber governance as a global task.
After the presentation was over, a Q/A followed. There was a question about the context in which the 5ch`s 'Nan J Min's campaign, which advocates deleting the hate speech video, is located.
The presenter responded that it was an issue that needed to be considered because it was difficult to confirm that there was enough criticism of hate speech in that the movement appeared to be the right action as a result, but that it spread like a kind of play or game.
In addition, the seminar was concluded after discussions on the issue of jail break of ChatGPT, hate expressions in art, bureaucrats' awareness of issues dealing with policies and laws related to hate speech, and overcoming the gap between legislation and consciousness of civil society.
