Title : The National Strength of the General Mobilization Era : The Regime of Healthy People(健民) and Kyojōrensei (居常鍊成)

 

In 1938, Japan established the “State General Mobilization Law,”  a legal basis for all material and human resources to be “entirely mobilized” in 1938. However, it was not limited to the resources prescribed in the "State General Mobilization Law" that the country mobilized for war. The people were considered as "human resource", and stamina, the basic characteristics of the people are considered more important than ever. The presentation defines various policies and measures to maintain and improve the stamina of people during the wartime as the concept of “Mobilization of National Physical Fitness”and examines those actions presented in different social layers. Especially, the presenter will analyze “The Regime of Healthy People(健民),” a system devised for the actualization of “Mobilization of People`s Stamina”as well as the main concept of the regime “Kyojōrensei (居常鍊成).”
